Estimator - Heavy Civil - Primoris Heavy Civil

Primoris Heavy Civil seeks an Estimator to develop accurate cost estimates for transportation infrastructure projects in the Department of Transportation and Development (DOTD) market across Louisiana. Based in Baton Rouge, you will prepare detailed bids for roadway, drainage, bridge, and utility work, managing quantity takeoffs, vendor quotes, and compliance with public works specifications while coordinating with project teams and field operations.

Responsibilities

• Prepare detailed cost estimates for DOTD and public works projects, including roadways, drainage, utilities, and bridge scopes
• Perform quantity takeoffs from plans, specifications, and bid documents
• Analyze labor, equipment, materials, and subcontractor costs
• Develop bid proposals and unit pricing consistent with DOTD bid structures
• Review DOTD bid documents, plans, specifications, and special provisions for compliance with standards and material requirements
• Coordinate bid schedules, deadlines, and submission requirements
• Prepare bid packages with documentation and unit price breakdowns
• Attend pre-bid meetings and conduct site visits to assess conditions, access, traffic impacts, and geotechnical factors
• Identify risks, scope gaps, and constructability concerns
• Solicit and evaluate quotes from subcontractors and suppliers, including specialty quotes for structural or bridge work
• Build and maintain relationships with vendors experienced in DOTD and heavy civil construction
• Coordinate with project managers, engineers, and field teams
• Develop value engineering ideas to improve cost efficiency and constructability
• Maintain historical cost data to improve estimate accuracy and competitiveness
• Prepare estimate summaries, bid analyses, and reports for leadership review

Requirements

• Bachelor's degree in Construction Management, Civil Engineering, or related field, or equivalent work experience
• 5+ years of estimating experience in heavy civil or DOT/public works projects
• Strong knowledge of DOTD specifications and public works bidding processes
• Proficiency in estimating software such as HCSS HeavyBid, Bluebeam, or AGTEK
• Ability to read and interpret construction drawings and specifications
• Experience estimating concrete and asphalt roadway construction projects
• Experience estimating bridge or structural construction projects, including concrete, steel, and foundation systems (preferred)
• Familiarity with Louisiana DOTD bridge standards and specifications (preferred)
