Job Description

Primoris Heavy Civil seeks an experienced Construction Cost Estimator in Baton Rouge, LA, to develop accurate bids and cost estimates for heavy civil and transportation infrastructure projects within the Louisiana Department of Transportation and Development (DOTD) market. The role requires expertise in public works bidding, DOT specifications, and civil construction project analysis, with responsibility for all phases of the estimating process from quantity takeoffs through bid submission and coordination.

Responsibilities

  • Prepare detailed cost estimates for DOTD and public works projects, including roadways, drainage, utilities, and bridge-related construction scopes
  • Perform quantity takeoffs from plans, specifications, and bid documents
  • Analyze labor, equipment, materials, and subcontractor costs to inform pricing
  • Develop competitive bid proposals and unit pricing aligned with DOTD bid structures
  • Review DOTD bid documents, plans, specifications, and special provisions for compliance with standards and requirements
  • Coordinate bid schedules, deadlines, and submission requirements
  • Prepare bid packages and documentation, including unit price breakdowns
  • Attend pre-bid meetings and conduct site visits to assess project conditions, access, traffic impacts, and geotechnical factors
  • Identify risks, scope gaps, and constructability concerns during estimate development
  • Solicit and evaluate quotes from subcontractors and suppliers, including specialty quotes for structural or bridge work
  • Build and maintain relationships with vendors experienced in DOTD and heavy civil construction
  • Coordinate with project managers, engineers, and field teams throughout the bidding process
  • Generate value engineering recommendations to improve cost efficiency and constructability
  • Maintain historical cost data and prepare estimate summaries, bid analyses, and reports for leadership review

Requirements

  • Bachelor's degree in Construction Management, Civil Engineering, or related field, or equivalent hands-on experience
  • 5+ years of estimating experience in heavy civil construction or DOT/public works projects
  • Proficiency in estimating software such as HCSS HeavyBid, Bluebeam, or AGTEK
  • Strong ability to read and interpret construction drawings and specifications
  • Demonstrated knowledge of DOTD specifications and public works bidding processes
  • Experience estimating concrete and asphalt roadway construction (preferred)
  • Experience estimating bridge or structural construction projects, including concrete, steel, and foundation systems (preferred)
  • Familiarity with Louisiana DOTD bridge standards and specifications (preferred)
