Job Description

The Project Manager, BESS Preconstruction Management at Moss Construction leads early-stage development and execution of utility-scale BESS EPC projects on the Energy Preconstruction Management team. The position is based in Fort Lauderdale, Florida, with remote work available for qualified candidates, and reports to the Director of BESS Preconstruction Management. It includes oversight of RFP responses, internal coordination, owner communications, and preconstruction deliverables such as scheduling, permitting, budgeting, and contract execution, with potential progression to Senior Project Manager or Director responsibilities.

Responsibilities

  • Coordinate RFP, RFI, and RFQ responses by analyzing requirements, developing strategies, and aligning contributions from Engineering, Procurement, Estimating, and Operations teams.
  • Maintain and update a library of proposal templates, reusable content, and pricing assumptions to support efficient and accurate submissions.
  • Interface with clients and stakeholders to clarify deliverables and address technical questions during the proposal process.
  • Develop and review baseline schedules, drawing logs, general conditions estimates, and proposal exhibits.
  • Coordinate project due diligence including site assessments, geotechnical reports, and utility locates.
  • Maintain documentation such as RFI logs, preconstruction budget logs, exhibit trackers, and proposal submittals.
  • Facilitate owner coordination meetings during preconstruction and escalate issues as required.
  • Prepare and distribute weekly internal and external progress reports covering open items and risks.
  • Support development and review of Limited Notices to Proceed, Early Works Agreements, and owner contract exhibits.
  • Conduct preliminary cash flow analysis incorporating schedule implications, early deposits, and procurement lead times.
  • Collaborate on permitting timelines, submittal requirements, and agency communications.
  • Align procurement and resource acquisition timelines with project milestones.
  • Manage one to two Preconstruction Assistant Project Managers and mentor two to three Project Engineers.
  • Identify and implement process improvements and coordination tools for the preconstruction team.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, Business, or related discipline.
  • Four or more years of experience in utility-scale solar EPC or related preconstruction and project support roles.
  • BESS experience strongly preferred.
  • Field experience preferred.
  • Proficient in Microsoft Office Suite.
  • Experience with Smartsheet, Primavera P6, BlueBeam, or estimating software such as InEight preferred.
  • Willingness to relocate to South Florida preferred.
  • Ability to travel up to 25% for in-office roles or 25-50% for remote roles.
